What does roaming mean? To make calls, surf or send text messages while being abroad and in a foreign mobile network. In June 2017, charges for roaming will be abolished within the EU. From that moment on, you can call, surf and text everywhere in the EU "like at home".
However, if you actually are at home and call someone abroad, you will still have to pay charges. Those are not regulated in any way and might be rather high. It is therefore recommended to use services like Skype for such phone calls. As long as you are logged into a WLAN or have unlimited data volume, calls with such services are either much cheaper or even free.
